Description
  • The Manager - Aviation Security will manage, plan and develop Security Systems network wide in order to provide a proactive approach and effective response to threats.  Ensure that security plans, policies, and procedures are in line with Government and Aviation Industry (ICOA and GCAA) requirements and recommendations.  Monitor the effectiveness of responses or action taken by conducting regular evaluations and inspections.  Provide and implement recommendations that consistently improve security.

Major Areas of Responsibility:
  • Manage, develop and implement network-wide operational security standards and procedures (AOSP) in accordance with local and international security legislations ensuring maximum security measures are taken to safeguard passengers, crew, staff and property and ensuring that their safety is not jeopardized by a break down in Security Systems.
  • Protecting aircraft and corporate facilities by providing safeguards against unlawful acts of interference, through practices, procedures, analysis and liaison with Police and Security forces.
  • Liaison with GCAA, Security Inspectors and with foreign governments for security related items.
  • Analyze, evaluate and provide recommendations to the Head of Security with regards to any contravention of security measures. Take necessary action in order to restore security standards which include implementation of measures recommended by Head of Security during periods of increased risk.
  • Establish and maintain contacts both internally and externally to gather information on rules, legislations and policies to safe guard flydubai facilities.
  • Evaluate intelligence reports related to bomb threats and decide course of action ensuring that there is limited disruption to the operation and that passengers, crew, staff, property and aircraft are safe.
  • Guide and advise staff and airport authorities on security search techniques and control wherever necessary the search and evacuation of aircraft/premises in response to bomb threats and other security incidents.
  • Review and update Security Regulations, Directives and Advices as appropriate for dissemination. Initiate special security measures during periods of incidents of increased threats.
  • Constantly analyses the performance and effectiveness of security contractors and their staff both at base and other stations, ensuring the company receives the most cost effective security measures.
  • Conduct audits and inspections to ensure that recommendations have been implemented are suitable and adequate with clarity of responsibilities and accountabilities.
  • Conduct performance reviews for staff directly reporting to the jobholder and where security agencies have been appointed.  Monitor their performance and service standards ensuring that at all times the Groups requirements have been met within cost and quality standards.
  • Produce long and short term security strategies.


Primary Objectives:

  • Promote security across the entire company.
  • Develop and manage the Security Department Units.
  • To protect the company to ensure business continuity.
  • Protect the company’s revenue from fraud.


Specific Responsibilities of the Job:

  • Responsible for ensuring airline is in compliance with GCAA and foreign regulations and respond to all violations and investigations.
  • Maintain an understanding of all national, international and foreign AVSEC legislation and their amendments / enhancements / changes that may affect flydubai operations in and outside the UAE.
  • Deputies and assist the Head of Security in carrying out his responsibilities and to carry out any other assignment and mission on his behalf, whenever required.


Required Knowledge, Skills and Abilities:

  • Certification or equivalent approval by the appropriate authority (AVSEC Professional Manager).
  • Aviation auditor qualifications with supporting academic studies in Aviation Security.
  • Security managers should have received training and an understanding of Aviation Security principles; international, regional and national regulations; and compliance monitoring.
  • Experienced in implementation and maintenance of global security strategy.
  • Experience in conducting investigations, responding to GCAA or/and international CAA law enforcement actions or letters of investigation.
  • Experience in other security-related fields.
  • International and Domestic experience in air transportation regulations, policy, safety, security, emergency response and risk analysis and prevention, in order to perform critical job accountability.
  • A minimum of 8 years of Aviation Security exposure with a minimum of 3 years should have been at the managerial level.
  • Knowledge of current and developing technical equipment/facilities, techniques for loss reduction, audit processes and management practices.
  • A sound knowledge of Government Immigration Acts, Police & Criminal Evidence Acts.
  • Extensive background knowledge in analysis of Aviation Security issues, solution and policies.
  • Knowledge of and experience in Aviation Security operations; or
  • Knowledge in the following specific areas:
  • security systems and access control;
  • dangerous goods;
  • restricted and prohibited articles;
  • an overview of terrorism
  • Skilled report writing is required to ensure that complex reports are properly and clearly described.
  • Must be system literate and familiar with a range of IT systems.

Education and Experience:

  • Experience in conducting investigations.
  • Experience in other security-related fields; police experience preferable.
  • International and Domestic experience in regulations, policy, safety, security, emergency response and risk analysis and prevention, in order to perform critical job accountability.
