We are looking for a Regional Health, Safety and Environment (HSE) Manager to be based in Riyadh, Saudi Arabia or Dubai, UAE.

Your role
  • You will be responsible for providing HSE direction, leadership and support to regional management team and locations within assigned geographical region in support of BT, Division and Regional business objectives. 
  • You will assure that all regulatory and BT policies are complied with. 
  • You will provide HSE leadership for virtual HSE resources within the region.

Your Key Accountabilities

  • Support regional offices, projects and O&M locations through conducting, documenting and following-up on HSE compliance audits, researching regulatory HSE requirements and providing compliance direction. Undertake periodic safety tours, audits, investigations and inspections as required.
  • Collect, analyze, and report HSE data for regional locations. Perform or assist in accident and near miss investigations and communicate any lessons learned. Provide and/or assist in training on HSE topics. Mentor site safety professionals and observers. Assist with hazard analyses. Assist/ support recruitment of local HSE resources as required.
  • Review and conform to Group HSE BTIPs, develop divisional HSE BTIPs. Implement means and methods to meet the BT and divisional HSE objectives.
  • Develop and implement regional HSE strategy in support of Continuous Improvement activities to reduce the frequency and severity of incidents, accidents and illnesses and promote safe, healthy and environmentally sustainable practices work practices for employees, contractors and visitors. Support and assess implementation of local Zero Accident Plans, recommend actions to address OFI’s (opportunity for improvement). Attend/support local HSE Committee and team meetings.
  • Assist with bids, proposals, qualifications, and design reviews (DFS) by reviewing safety related CDRLs, design plans and providing required HSE data. Review site/ project HSE Plans, method statements and other site/ project related safety deliverables as required.

Qualifications

  • Bachelors in related field preferred or equivalent experience. Recognized health and safety certification.
  • Over 7 years experience with through understanding of HSE management system principles (OHSAS 18001 or equivalent) and relevant regional regulatory knowledge. Sound knowledge of local / regional rail safety standards. Demonstrate practical knowledge of working in complex, multi-disciplinary rail project environment. Familiar with safe systems of work for construction, operational and technical standards governing design, installation, testing and commissioning of signalling, power, communications, civil and related rail assets.
  • Functions of the job may require exposure to outdoor environment and the ability to work at elevation, in tunnels or near or on moving equipment.
  • Thorough knowledge of Project Management processes.
  • Functional management (not line) of 7 – 9 HSE representatives located in regional O&M and project sites. Therefore, the incumbent must be able to take on a strong interface and matrix management role, leading and providing governance oversight within the region.
  • Candidates must be fluent in English and additional knowledge of Arabic will be an advantage.
  • Travelling: must be able to travel 25 - 50% of time.
