Job Description :

  • This role is available to Hong Kong residents or to those who have the right to work in Hong Kong.
  • The Airline Purchasing Department (APD) is a centralized organization within Cathay Pacific Group responsible for the procurement of strategic products & services for Cathay Pacific Airways, Dragon Airlines and Air Hong Kong.  The APD - Fuel team is responsible for the global procurement of fuel product and related services (e.g. aircraft refueling) across the airlines’ networks and accountable for an annual spend of HK$40 billion which represents around 40% of the airline’s Operating Costs.

Key Responsibilities:

Reporting to the Purchasing Manager – Fuel, key responsibilities include fuel sourcing and supplier management, fuel supply operations as well as fuel system administration:

1) Fuel Sourcing and Supplier Management
  • Responsible for end-to-end Fuel Procurement responsibilities on assigned Locations/Countries
  • Market research & analysis (commodity markets, suppliers, locations, etc.)
  • Prepare and execute fuel supply tenders (RFI/RFQ/RFP)
  • Implement CX’s balanced scorecard methodology (CISQAS) in support of Supplier proposal assessment, determine and submit award recommendation for management approval
  • Conduct commercial and contractual negotiations with Suppliers through to award close
  • Develop Supplier Relationships, monitor Supplier Key Performance Indicators (external KPIs) and conduct Supplier Quarterly Performance Reviews (QPRs)
  • Manage delivery of Fuel Procurement tasks and activities in accordance with defined internal Key Performance Indicators (internal KPIs)
  • Managed assigned fuel procurement projects and campaigns
2) Fuel Supply Operations
  • On-going monitoring of Fuel Supply Operations (supply availability and delivery performance) in assigned Locations.
  • Monitor Fuel supply status in contracted locations (including order management and inventory level optimization)
  • Effectively manage supply escalation events (disruptions), act as interface between  CX’s Integrated Operations Center and Fuel Suppliers
  • Optimize flight allotments on designated locations with the refueling agents (and relevant fuel suppliers)
3) Fuel System Critical-User
  • Focal point for FuelPlus application system
  • Maintain “Base/Reference” data in FuelPlus system (user profiles, contract types, supplier catalogue, etc.)
  • Maintain non-automated data changes (e.g. 3rd party fees, posted pricing, etc.)
  • Upload Planning schedules into Fuel Management System
  • Generate Management Reports in support of the Fuel teams and other internal stakeholders
Job Requirements :
  • Degree holder with minimum 3 years’ relevant experience, preferably in procurement, commercial or customer service
  • Self-starter with demonstrated ability to manage timeline-driven projects with minimal supervision
  • Strong interpersonal and communication skills
  • Team player, able to work in cross-functional team environment
  • Comfortable working with supporting IT systems/applications
  • Fluency in written and spoken English is a must; spoken Mandarin, Cantonese or other languages would be an advantage
